Tongyeong Chungnyeo|sa Shrine was built in 1606 by Yi Wun-ryong, the 7th Navy Commander-in-Chief, by order of King Seonjo. The memorial ceremony for Admiral Yi Sun-sin continues to be performed twice a year here in Spring and Fall.

King Hyeonjong had Hongsalmoon, the red gate with spiked top, rebuilt and granted a tablet of "Chungnyeolsa" in 1663. Choi Suk, 70th Navy Commander-in-Chief, built "Gyeongchungjae" as a private academy to teach children of talent inheriting the spirit of Admiral Yi Sun-sin and “Sungmudang" in 1695, and had stationed three officers to take care of the memorial ceremony for admiral Yi Sun-sin and management of Chungnyeolsa Shrine.

King Jeongjo had published "The Complete Works of Admiral Yi Sun-sin" in 1795 and had it kept in the Shrine. As Tongjeyeong Navy Headquarters was closed in 1895, the local scholars and leaders organized a Chungnyeolsa Preservation Committee and managed Chungnyeolsa and performed memorial ceremonies for Admiral Yi Sun-sin. Currently, the shrine is managed by the Tongyeong Chungnyeolsa Foundation.
